Cost-Action IS1102 SO.S. Cohesion “Local Stakeholders Workshop “ Barcelona 17th September 2013
On September 17th, 2013 the Local Stakeholders workshop on social and institutional innovation in governance in response to the housing crisis in Barcelona and Catalonia took place at the the Faculty of Economy and Business of the University of Barcelona. The workshop was organized by the research group CRIT-UB and the Department of Sociological Theory. The director of the department gave the opening welcome.The workshop had around twenty participants. Among them were managers of local and regional institutions working on housing issues, professionals of public housing enterprises, experts in mortgage legislation and debt settlement, managers of housing policies, technical staff of equality and innovation areas of local government institutions. A representative from the office of the Catalan Ombudsman also participated as well as one technical staff member of the social services. The workshop was furthermore attended by civil society actors working on housing issues and mortgage debt and by distinguished activists of the social movement Platform against evictions for non-payment of Mortgage (PAH). In addition, academics from the University of Barcelona took an active part in the meeting. However, elected representatives of political parties in office, despite having been invited, did not attend. The workshop was organized with the following objectives: - To bring together actors who are taking initiatives in response to the housing crisis. - To listen to different points of view with which they work and design specific tools within institutional departments and social organizations. - To understand how much leeway they have in their specific fields of action. - To disseminate the results of the first stage of the research conducted by Marisol Garcia and Julie De Weerdt (CRIT-UB) in the framework of COST Action IS1102 on social and institutional innovation in the area of the mortgage housing crisis.	-To share the practices and experiences from each field of action through presentations and debates with stakeholders. The workshop served to elucidate the distances as well as overlaps between the proposals of the different actors and to observe how they communicate with each other. What was remarkable was the fact that the representatives of social movements maintain a confrontational attitude towards the technical staff of public institutions.To some extent this attitude is directed at politicians who did not attend the meeting but fell on the technical staff who happened to be more accessible. On the other hand the confrontational attitude can be interpreted as a way of preserving the identity of the social movement (PAH) as an independent actor acting outside the institutional apparatus.The arguments presented by both sectors of stakeholders were convincing. The administration tecnical staff recognized the distance in ways of approaching issues between civil society and public institutions. A social services manager summed up the existing tension as follows: is important to think about the opportunities for change in the mindset of social workers, who, despite having no political power, are experiencing pressure to support public policies. Overall, the workshop has been a very interesting experience for both researchers and for the different social and institutional actors who participated. This workshop served to share knowledge and positions and to facilitate the creation of new networks and communication opportunities on housing issues. Last, but not least it served to inform everyone about the COST Action.

El 17 de septiembre de 2013, el Local Stakeholders Workshop sobre La innovación social e institucional en la gobernanza en respuesta a la crisis de la vivienda en Barcelona y Cataluña se ha llevado a cabo en la Facultad de Economía y Empresa de la Universidad de Barcelona. El seminario estuvo organizado por el grupo de investigación CRIT- UB y el Departamento de Teoría Sociológica, cuyo director ha dado la bienvenida. En el seminario han participado una veintena personas. Entre ellas se encontraban: técnicos de instituciones locales y regionales que operan en temas de vivienda, técnicos de empresas de vivienda pública, expertos en la legislación hipotecaria y en la mediación de la deuda, responsables de las políticas de vivienda, personal técnico de las áreas de igualdad e innovación de diversas instituciones locales. Así mismo estaban representados la oficina del Defensor del Pueblo en Cataluña y un técnico de los servicios sociales. En el seminario han participado actores de la sociedad civil que trabajan en temas de vivienda e endeudamiento hipotecario y activistas distinguidos del movimiento social Plataforma contra Desahucios por el impago de Hipoteca (PAH). También han participado académicos de la Universidad de Barcelona. Sin embargo la reunión no pudo contar con representantes electos de partidos que gobiernan a pesar de haber sido invitados El seminario ha estado organizado con los siguientes objetivos : - Reunir a los actores que están tomando respuestas innovadoras a la problemática de la vivienda. Escuchar los diversos puntos de vista con los que trabajan y diseñan las herramientas específicas en los departamentos institucionales y en las organizaciones sociales. Comprender los margenes de maniobra de que disponen en sus respectivos campos de acción. - Dar a conocer los resultados de la primera etapa de la investigación que han realizado Marisol García y Julie De Weerdt (CRIT-UB) en el marco del COST Action IS1102 sobre las innovaciones sociales e institucionales en el ámbito de la vivienda y la crisis de las hipotecas. - Compartir las prácticas y experiencias de cada campo de acción a lo largo de presentaciones y debates con stakeholders.	- Cotejar las relaciones existentes y los flujos de cooperación entre los diversos actores (institucionales y sociedad civil). Aprovechar el seminario para observar con detalle las actitudes y posiciones entre los diferentes actores relacionados al tema de vivienda. El seminario ha servido para dilucidar las distancias y puntos de contacto de las propuestas de los diferentes actores y para observar como se comunican entre si. Ha sido notable el hecho de que los representantes de los movimientos sociales mantienen una actitud de confrontación hacia los técnicos de las instituciones públicas. En cierta medida está actitud va dirigida a los políticos no asistentes a la reunión pero recae en los técnicos por ser más accesibles. Por otro lado la actitud de confrontación puede interpretarse como una forma de preservar la identidad del movimiento social (PAH) como un actor independiente que actúa desde fuera del aparato institucional. Los argumentos esgrimidos por unos y otros han sido convincentes. Los participantes técnicos de los gobiernos han reconocido esta separación entre la sociedad civil y entidades públicas. Un técnico de los servicios sociales resumió la tensión de la siguiente manera: es importante pensar en las posibilidades de un cambio en la mentalidad de los trabajadores sociales, quienes a pesar de que no tienen ningún poder político, estan experimentando presión para apoyar las políticas públicas. En total, el taller ha sido una experiencia muy interesante tanto para los investigadores como para los diferentes actores sociales e institucionales que han participado. El seminario ha servido para compartir conocimientos, posiciones y facilitar la creación de nuevas redes y oportunidades de comunicación en temas de vivienda. Finalmente, ha servido para dar a conocer el programa COST Action
